The Dallas County Juvenile Board appointed H. Lynn Hadnot as director of the Juvenile Department without public input, prompting criticism from advocates demanding transparency. The appointment follows turmoil in the department, including the resignation of former director Darryl Beatty amid allegations of abuse and poor conditions at the Dr. Jerome McNeil Jr. Detention Center. State investigations uncovered unlawful seclusion of juveniles and falsified records. In response, advocacy groups like the Dallas Black Clergy for Safety, Equity, and Justice—and Rev. Michael Waters of the 10th Episcopal District—are calling for systemic reforms, a third-party review, and community involvement in leadership decisions.
